Sandy Springs (formerly known as Hammond) is a newly-incorporated city and suburb in Atlanta, Georgia. It is nestled along Cobb County and the Chattahoochee River to the south, Roswell to the west and north, and Dunwoody to the east. Sandy Springs was named after the sandy springs, a protected historic site still present in the city today. Sandy Springs is considered the eighth largest city of Georgia. Its population was approximately 85,771 in the 2006 census.

Sandy Springs instituted a new concept in city government
Soon after incorporating as a city in December of 2005, Sandy Springs’ first mayor and the city council approved a plan to contract out many city government services to private vendors in order to reduce costs for consumers by encouraging competition among vendors. With the exception of police services, fire department services and operation of 911 phone lines, a private management company operates under contract with the city to provide other essential public services such as garbage collection, which is made available through various vendors. This partnership between city government and private enterprise may be America’s most comprehensive and innovative program to provide independently contracted public services in a city. To date, the program has reduced the city’s operating costs by $20 million, or almost 20% per year. Sandy Springs continues to innovate new programs to assure a high quality of life for all residents. A Comprehensive Plan consisting of a Community Assessment Report and a Community Agenda Report has been adopted and its goals are to expand the economy while maintaining balance, protect the environment, provide more affordable housing, and coordinate land use so as to maximize Sandy Springs’ potential for sustainable economic development.
